President Daughtry Bill to Protect Access to Critical Vaccinations Takes Effect
AUGUSTA, Maine – Today, LD 2146, An Act to Increase Access to Critical Vaccinations, sponsored by Senate President Mattie Daughtry (D–Brunswick) goes into effect after being passed by the 132nd Legislature.
The law reflects the Legislature’s commitment to protecting public health, reinforcing evidence-based standards, and ensuring Maine people can access the care they need without disruption. In response to instability in federal vaccine policy over the past year and a half, LD 2146 not only safeguards access to vaccinations but also strengthens protections for Maine pharmacists.
“Evidence-based, accessible vaccines are an absolute necessity for Maine’s public health,” said Senate President Mattie Daughtry. “Access to vaccinations allows people to live their lives freely—with protection, peace of mind, and, in many cases, lifesaving care.”
The law strengthens the Maine Vaccine Board's list of trusted vaccine recommendation sources by requiring recommendations be based on evidence from public health experts. It also ensures that any recommendations preserve and strengthen access to vaccines as part of the routine standard of care and may not weaken or replace evidence-based immunization standards.
“No older Mainer, child, or family should bear the cost of political instability when it comes to their health,” said President Daughtry. “Maine has a commitment to universal vaccination even if our federal partners’ commitment fails.”
The law also establishes a process for the Maine Vaccine Board to seek funding through the state budget during times of crisis, helping ensure continued access to vaccines if federal support is disrupted. In addition, it protects pharmacists by clarifying malpractice liability protections under Maine's evidence-based standards, ensuring they are not unfairly penalized for providing recommended immunizations when Maine people need them most.
“This law will help keep skilled pharmacists practicing in Maine, where their expertise is urgently needed,” said President Daughtry. “When we protect Maine pharmacists, we are protecting those relationships and the quality healthcare that flows from them.”
